David Wilhelm Counsel

Providing strategic business development counsel to MAPA Group stakeholder economy commercial initiatives, David Wilhelm’s career spans the worlds of energy, finance, politics, academia, and nonprofits. In each, David contributes meaningful impact and has always been guided by the idea of doing what he can to help others fulfill their human potential.

With Hecate Energy, David is leading efforts to build a 50 MW solar array on reclaimed mine land in his native Appalachian Ohio, linking clean energy development to substantial rural job creation.  David is heavily involved in Hecate’s Power Africa initiative, which involves a 55 MW solar project on the campus of the University of Dodoma in central Tanzania.  David is the founder of two regionally-focused venture capital funds designed to bring investment dollars to undeserved regions of the Midwest and Appalachia. He served as the co-chair of the statewide campaign to renew the Ohio Third Frontier, one of the nation’s model programs in support of innovation and entrepreneurship.

David has managed the campaigns of persons such as William J. Clinton, Richard M. Daley, Joseph R. Biden, and the late Paul Simon and was a leading national surrogate for the campaign of Barack Obama in 2008.  Upon his election in 1992, President Clinton nominated David to serve as Chair of the Democratic National Committee, making him the youngest person in American history to serve in that post. Earlier in his career, David was the executive director of one of the nation’s leading tax reform organizations, and was a co-author of studies that provided impetus for federal tax reform under President Reagan.

David is a graduate of Ohio University and Harvard University; he has received honorary doctorates at Ohio University, the University of Charleston, and Wheeling Jesuit University, and has taught at Harvard University, the University of Chicago, DePaul University, and the University of Akron. He is the Co-Chair of the National Advisory Council of the Voinovich School of Leadership and Public Affairs at Ohio University and also chairs the Board of Directors of the Environmental Law & Policy Center, the Midwest’s leading environmental and clean energy advocacy group.
