Linda Fowler Partner

MAPA Group partner, Linda Fowler, founded Regionerate LLC in 2009 specializing in high-impact consulting with civic leadership groups, federal, state, and local governments, workforce and economic development organizations, universities, community colleges and industry to activate and support transformative regional partnerships.  Focusing on manufacturing competitiveness, entrepreneurship support, innovation strategy, talent development, smart growth and sustainable communities, Linda has guided and facilitated regional prosperity and revitalization efforts in emblematic U.S. cities, including: North Chicago, IL; Flint, MI; Detroit, MI; Cleveland, OH; and Toledo, OH.

Linda has provided support to the German Marshall Fund as a Senior Non-Resident Fellow for their Urban Policy Program, created strategic partnerships and networks with multiple approaches to economic diversification for regional economies and impacted workforces in Florida, Michigan, Ohio, Indiana, Wisconsin, and Illinois, and consulted to the Governor of Colorado on Advanced Industries Strategy.

On the federal level, Linda has worked with U.S. Federal Agencies (including HUD, Commerce, Labor, Energy, NASA and EPA) to support clients in transition, including the White House initiative termed Strong Cities, Strong Communities (SC2) in Detroit, MI and Cleveland, Ohio. Linda supported NASA on designing and implementing Strategic Regional Innovation Partnerships that leverage the agency’s expertise, technologies, and facilities. Pilot sites include:  Buffalo, NY; Detroit, MI, Pittsburgh, PA, State of Ohio, State of Colorado, and State of Florida.

Linda is engaged by national funders and community foundations to link economic development and community development agendas, including the New Economy Initiative of SE MI, Skillman Foundation, Kellogg Foundation, Joyce Foundation, Lumina Foundation, C.S. Mott Foundation, Ruth Mott Foundation, Lake County Community Foundation, and Toledo Community Foundation.  As examples of her far-reaching efforts, Linda provided technical assistance to eight U.S. states included in the “Get Into Energy Career Pathways” Grant funded by the Gates Foundation.  She led an external team for the U.S. Economic Development Administration to analyze and activate high growth industry clusters and facilitate community investment strategy in Central Florida that focused on the transition of the Space Shuttle Program, and supported the launch and expansion of the Milwaukee, WI Water Cluster including fund raising for talent development, innovation infrastructure, and international trade.

Several of Linda’s previous affiliations include serving as the Director of Strategic Partnerships on detail for the U.S. Department of Labor, Employment, and Training Administration, and as Senior Technology and Business Advisor to the Manufacturing Extension Partnership program, National Institute of Standards and Technology, U.S. Department of Commerce.
